Planning Task 1-4 of time conversion in Python scripting as per provided requirement would be a broad area, with multiple components that must all work together successfully for an overall solution - Parsing bug reports file(s), parsing change logs (LC/SC information and formulas applied to calculate the correct times) from project files.
The plan is: 
1- Import necessary libraries in Python script such as 'os', 're' or similar, depending on requirements of task at hand - for reading text data; `read_file_tool` which allows file I/O operations like read and write to the given path(s); logging module (logging) that is used throughout code.
2- Use Python built in functions open(), close() instead of 'open' tool from earlier task as it provides a way for us to interact with files by using pythonic methods such as `read_file`, which gives file content as string representation - or can be any data type you require if the requirement allows.
3- Initialize logging module that will help in maintaining and debugging our code; log different phases of process: initial PB fetched from bug files (bugs), course calculated(LC/SC information + formula applied) to get final time returned, then write all logs into a text file for future reference or analysis.
4- Parse the necessary data - `read_file` method in Python is used here with appropriate parameters like ('html', 'early_access' and '/bugs'), it reads content of files ('.md') from given directories/paths, then parse those contents according to their extension (.pdf .txt etc).
5- Once the file data has been parsed into a format that can be processed by our script or algorithm for time conversion logic - extract necessary information such as line counts in bug reports and formulas applied. 
6- Implementing log statement inside loops/if conditionals to trace every step of process, this will help us understand how the code is behaving at each stage during debugging if required later on (optional). If you find any discrepancy or error - then analyze it using logging module and fix accordingly.
7- After all data has been processed from given files/contexts for time conversion logic in steps 5, write final PB fetched into text file which can be retrieved after the script execution is complete if required later on (optional). Also print out these logs with appropriate tags to indicate start and end of process.
8- Ensure that you are handling exceptions properly when reading or parsing files in case any error occurs during data read/parsed, log this exception for future reference purpose(s) at the same time - optional logging module can be used here as well (logging). 
9- Finally save all steps mentioned above into a plan file using your 'write_file' function from earlier task. Do not include any summary or final text of operation to follow up with further analysis, only provide necessary information about each step and the resulting outcome once you have identified what went wrong in that specific instance (if applicable).
